Description:

Witt Associates is a rapidly growing national consulting firm in Public Safety and Crisis Management. We are currently looking for Disaster Recovery Specialist- Debris Management Specialist.

The Debris Management Specialist will have oversight of the client’s debris operation and provide technical assistance in all phases of the debris operations. The Debris Specialist will establish partnerships with FEMA, State and the applicant and assist in the advisory capacity for eligibility review and determination on debris issues.

Duties:

Essential Functions:

• Coordinate with FEMA and State Environmental agencies on all environmental issues and historic guidance
• Provide as liaison support between all agencies associated with debris operations
• Review debris contracts and procurement
• Provide field debris monitoring services
• Conduct visits to all temporary debris storage and reduction sites/landfills
• Assist in determining environmental considerations for opening and closing of temporary debris storage and reduction sites
• Assist with the Category A-Debris project worksheets
• Assist in the Private Property Debris Removal and Demolition Program
• Provide support for file management and data collection and analysis of debris operations
• Assist in developing outreach programs to applicants
• Assist in developing of demolition plans with applicants
• Coordinate and conduct planning meetings for debris operations
• Coordinate planning activities for compliance issues with FEMA Environmental and Historic Preservation
• Assist in review of Right of Entry permits and hold harmless agreements
• Coordinate applicant closeout procedures and agreements

Qualifications:

Education and Experience:
• Bachelor’s degree in business or a related field.
• BS/BA degree in related field. Post graduate degree in and a post graduate degree in homeland security, emergency management/planning or other related subject is desirable.
• 3+ years in experience in homeland security or emergency management

Skills and Abilities:

• Knowledge of Federal and State Recovery Programs and Initiatives
• Knowledge and experience with FEMA Regulations
• Demonstrated expertise in managing a FEMA Debris program
• Significant experience addressing strategic issues in disaster recovery operations including issues that have complex political and programmatic elements
• Excellent oral and written communication skills.
• Ability to prioritize and handle multiple projects in a changing work environment.
• Ability to work independently and/or on a team
• Strong organizational skills.
• Exceptional research skills
• Comfortable interacting with Clients and Client Stakeholders
• Proficient computer skills: (including MS Word, MS Excel, PowerPoint; Adobe Acrobat Professional;

Working Conditions:

• May require deployment within 24 hours of notification
• May be irregular/extended work hours
• May work at other locations than assigned TDY
• May require to relocate to emergency sites that require functioning under intense physical and mental stress
